The current and projected increase in tourist arrivals has spurred the rapid growth tourist resort businesses. Boutique hotels, luxury villas and all sorts of tourist facilities are being built in all sorts of themes and gimmicks. Well over 95% of the new resorts built are by the beach and yet it is safe to say that less than 5% of the Philippines total beaches have developed tourist-class facilities.

This is due to a general lack of infrastructure to enhance and develop public access to these areas. Even AAA-rated resorts require tiring and often risky transfers to take visitors from the point of arrival to the resort proper. These transfers are time-consuming and by the general nature of the multiple vehicle transfers involved (Jeep to dinghy to banca), pose a risk to visitors. A minor accident can spoil the whole experience and create bad memories on what started out as a recreational activity. To the time-conscious tourist, his/her vacation starts the moment they step into the resort refreshed and hassle-free.
 





 





PSAI will initially cater to the captured package tour markets of remote resort islands by offering an exciting and unique option of flying direct by seaplane. The underlying convenience and time savings realized more than make up for the slightly higher cost.

Rather than investing on large scale marketing, ticketing and reservation systems, PSAI will use as its initial channel existing resort packages to incorporate the seaplane service as an option for transporting guests to their resort.

With the exception of Boracay, the nicest resorts are located in remote locations as stand-alone facilities catering to mostly uninhabited eco-diverse areas-think “Fantasy Island”. The seaplane service will be point-to-point service from the beginning and will grow to expand and diversify as new resorts are serviced and a new variety of tour packages will emerge around this air service.
 

 

Viability

The PSAI/resort partnership guarantees a stable revenue stream and minimizes, if not eliminates the initial losses incurred by a start-up operator. The service agreement will require the from resort operator a minimum guarantee of pre-sold seats and a fixed minimum frequency schedule. Seats sold are proportional to the hotel occupancy rate. This concept is simply tapping into an established resort by adding the seaplane service as a unique and convenient option to their package. PSAI foresees newer resorts built that would have the seaplanes service as a sole means of access.

Route Structure

Flights will originate from Manila Bay with the NAIA as an alternate to guarantee all weather dispatch and arrival. Weather and sea conditions at the resort destinations will also be closely monitored.
